Dormant Accounts Fund

Question 182: To ask the Minister for Community, Rural and Gaeltacht Affairs the expenditure by his Department from dormant accounts in each of the past three years to date; his Department's expected income from such accounts in the next three years; and if he will make a statement on the matter. Funding is provided from the Dormant Accounts Fund (DAF), through the votes of relevant Departments, to tackle disadvantage and to assist persons with a disability.

In the years 2006 — 2008, my Department managed an annual measure to support priority projects in RAPID areas, each valued at €7.5m p.a. In addition: in 2006, measures to provide recreation and personal development opportunities for disadvantaged young people valued at €1.12m were approved and €3.95m was provided to fund two flagship projects; in 2008, €2m was provided for a substance misuse measure; and €16m p.a. was allocated to the Rural Social Scheme in each of the three years.

The provision in my Department's Vote for 2009 is €12.95m in respect of commitments to projects approved under measures administered by my Department and financed from the DAF. The allocation for 2009 represents an increase of approx. one-third on the 2008 overall expenditure level. All expenditure incurred will be reimbursed to my Department by the National Treasury Management Agency in the normal way.

Further allocations to specific measures must await information on the value of funds liable to transfer from financial institutions this year. The level of funds transferring to the DAF is declining and the Deputy will appreciate that it is not possible for me to give a more accurate indication of future allocations by Government — or to calculate probable expenditure in future years by my Department — until the value of funds to transfer is known.
