Question 102: To ask the Minister for Community, Rural and Gaeltacht Affairs the number of day care facilities in each county funded prior to the 7 April 2009 budget through the community services programme; the number of persons in each county who are attached to each facility; his views on funding the schemes through another aspect of funding from within his Department; if he has had discussions with the Departments of Health and Children and Social and Family Affairs as to ways and means of overcoming the problems that such facilities are facing; and if he will make a statement on the matter. Some 440 organisations are currently approved for funding under the Community Services Programme. In the region of 2,600 people are in employment with organisations being funded under the programme and of these, in excess of 250 people are employed in 29 facilities providing child care services across 15 counties. The number of groups and level of staffing grants approved by county are set out in the following table. The Deputy may wish to note that the number of people employed is higher than the number of posts due to the use of part-time working arrangements.

Of the 29 organisations funded, 18 provide child care services as the exclusive or main component of their operations; and the remaining 11 organisations provide child care as part of the overall range of services provided to their local communities. All of these organisations are contracted until the end of 2009 in line with the general arrangements applicable to all organisations currently in contract under the programme. There are no plans to fund these organisations from other programmes administered by my Department.

No Department has been in contact with me in relation to any problem being experienced by these organisations. In addition, the Deputy should note that neither have any of these organisations been in touch with my Department in recent months to express any concern with the operation of their contracts with the programme or of other aspects of their service provision.
