Question 555: To ask the Minister for Justice, Equality and Law Reform the number of learner drivers who have been found driving without L plates on their vehicle or unaccompanied by a qualified driver since 1 July 2008; the penalties that have been imposed on drivers found in breach of this road traffic legislation; and if he will make a statement on the matter. The Garda Síochána Act 2005 makes provision for the compilation and publication of crime statistics by the Central Statistics Office, as the national statistical agency, and the CSO has established a dedicated unit for this purpose. I have requested the CSO to provide the statistics sought by the Deputy directly to him.

Section 102 of the Road Traffic Act 1961 as amended by section 18 of the Road Traffic Act, 2006, provides that where a person is summarily convicted of either offence on a first offence he or she may be liable to a fine not exceeding €1,000, on a second offence to a fine not exceeding €2,000 and on a third or subsequent offence to a fine not exceeding €2,000 and / or three months imprisonment.
