Question 314: To ask the Minister for Finance the taxes raised by betting levies for each year from 2001 to 2007 and to date in 2008 from on course betting, from off course turf accountant office betting and from other forms of betting such as gambling and gaming; and if he will make a statement on the matter. I am informed by the Revenue Commissioners that the relevant information available relates to receipts of Betting Duty, Bookmaking Premises Duty and Bookmakers Licences Duty. Bets placed with bookmakers in the State are liable to Betting Duty at 1%. However, an exemption applies to the Betting Duty in relation to bets accepted by on-course bookmakers at horserace or greyhound race meetings but the exemption does not extend to bets accepted by on-course bookmakers by any means of telecommunications. Bets placed with the Tote are also exempt from betting duty.
Figures of the total duties collected from 2001 to 2007, and to date in 2008 where available, in relation to Bookmakers together with the excise duty on Gaming, Gaming Machines and Amusement Machine Licences are as follows:

I am informed by the Revenue Commissioners that the estimated turnover based on betting duty receipts from 2001 to 2007 and to the end of the second quarter of 2008 is detailed in the table below. It should be noted the rate of duty was 10% up to 1 July 1999 when it was reduced to 5%. The rate was reduced to 2% with effect from 1 May 2002 and to 1% from 1 July 2006. Quarterly payments were introduced in 2005. In calculating the annual turnover based on receipts, allowances were made for the change in collection dates in 2005 to quarterly and for the various rate changes over the years.
