Question 299: To ask the Minister for Health and Children the reason the HSE does not collate complaints of bullying and harassment of HSE staff but does so in relation to service users; the way the matter of harassment and bullying of staff is dealt with in the HSE if there is no collation of information and as such no register of such complaints, actions taken, results of actions; and the need for human resources to have a paper trail that would have a historical and useful value to address such very important issues as bullying and harassment of staff within the HSE; and if she will make a statement on the matter. Under the Health Act 2004, the Health Service Executive has the responsibility to manage and deliver, or arrange to have delivered on its behalf, health and personal social services in a safe and secure setting. This includes responsibility for dealing with any complaints an employee may have concerning his or her working environment. The Executive is therefore the appropriate body to consider the matter raised by the Deputy. My Department has requested the Parliamentary Affairs Division of the Executive to arrange to have the matter investigated and to have a reply issued to the Deputy.
