Question 137: To ask the Minister for Agriculture, Fisheries and Food if a farmer's cattle movement monitoring system details and their area aid details can be obtained by a private company with the herd owner's consent; and if she will make a statement on the matter. [19272/07]

An on-line application facility was introduced under the 2007 Single Payment Scheme, under which applicants had the option of nominating a third party to act as an agent on their behalf, subject to the agent in question being successfully registered with the Department. Where an agent is so registered, the agent has access to the SPS records held on-line by the Department, in respect of the client concerned.

A copy of all details held in my Department's Cattle Movement Monitoring System (CMMS) database can be obtained by a third party, subject to all of the appropriate permissions being obtained in advance.

Furthermore farmers may access on-line information in relation to cattle in their herds on the Department's website agfood.ie under the heading Animal Identification and Movements. The Herd Profile Enquiry allows a keeper of cattle to view details of animals in the herd on CMMS as well as movements into and out of the herd. This site also includes a calf birth registration facility which allows registration of the birth of a calf to be made online. Moreover a Compliance Certificate facility allows a person to apply online for a CMMS compliance certificate, which is required for certain animal movements.
