Question 253: To ask the Minister for Arts, Sport and Tourism the number and identity of contracts or procurements approved, signed, entered into or otherwise committed to in the past 12 months; if normal procedures and requirements were followed in each case; the exceptions that were recommended and by whom; if recommendations were made by groups, bodies, agencies or individuals with whom Government Departments, State or semi-State agencies have current or previous associations; if all such projects or procurements were fully advertised and assessed and by whom; and if he will make a statement on the matter. As the Deputy will appreciate my Department enters into a wide range of small procurements and contracts each year ranging from minor equipment maintenance contracts to catering for meetings, of which, it would be very difficult to give an exhaustive list in the time available. I am therefore confining my response to details of procurements and contracts with a minimum value of €5000 that were awarded in the last twelve months which are set out in the table.

All of the above were procured in line with normal procedures and guidelines with the exception of the following: | |
*Red Dog had been initially chosen as Graphic Designers for Culture Ireland and were requested to design and print relevant forms. | |
**TPG (Europe) had set up the Culture Ireland website and their contract was extended to develop an online application and database. | |
***Pinpoint had already prepared initial documents and were requested to undertake the recruitment of the CEO for Culture Ireland as their price was well below normal market rates. |
Contracts or procurements entered into by agencies under the aegis of my Department are a day to day matter for the bodies concerned.
