Question 275: To ask the Minister for Defence the status of the MIF information technology system which was commissioned on 1 January 2006 and which is not functioning properly with obvious consequences for security; the way in which it is proposed to deal with this matter at an early date; and if he will make a statement on the matter. The management information framework, MIF, project, which is part of the strategic management initiative, aims at ensuring more efficient processing of financial transactions and accounts; better decision making about the allocation of resources; more efficient and effective management of resources once allocated; and greater transparency in, and accountability for, the use of resources.

In 2004 a contract was signed with Oracle EMEA Limited for the supply and implementation of new financial and management information systems for my Department and the Defence Forces. These systems are being implemented in two phases comprising a total of 20 modules. Phase 1, which includes purchasing, accounts payable, expenses and cash management modules, went live on 9 January 2006 and is being rolled out to users in the Department and the Defence Forces in a controlled manner. A number of technical and administrative problems have arisen in the roll out of the new systems. However, all of these problems either have been resolved or are in the process of being resolved.

There are no implications for security in the implementation of MIF.
