Question 292: To ask the Minister for the Environment, Heritage and Local Government further to Parliamentary Question No. 583 of 22 November 2005 if persons originally employed as general operatives but who carry out clerical duties for local authorities are entitled to eligibility for interview for Grade IV level and should not be excluded on the basis that they do not hold a leaving certificate (details supplied). The qualifications declared for the post of assistant staff officer enable existing local authority employees, including persons originally employed as general operatives, to compete for such posts if they have at least two years' satisfactory experience as a clerical officer or in an analogous post. In such cases, the leaving certificate requirement does not apply. It is a matter for the employing authority to determine whether an applicant for a post of assistant staff officer possesses the qualifications for that post.
