I have received notice from Senator Trevor Ó Clochartaigh that, on the motion for the Commencement of the House today, he proposes to raise the following matter:

The need for the Minister for Housing, Planning, Community and Local Government to outline what progress is being made to establish and protect the seaweed cutting rights of individual harvesters and the changes he proposes to make to the licensing regime in this regard.

I have also received notice from Senator Aidan Davitt of the following matter:

The need for the Minister for Communications, Climate Action and Environment to address the lack of regulation of mobile telecommunication companies selling SIM cards and prepaid mobile phones without the need for identification, proof of address and parents' consent for minors.

I have also received notice from Senator Kieran O'Donnell of the following matter:

The need for the Minister for Communications, Climate Action and Environment to outline his plans for the provision of additional funding for the Environmental Protection Agency to facilitate the installation of additional air monitoring stations nationwide.

I have also received notice from Senator Lorraine Clifford-Lee of the following matter:

The need for the Minister for Arts, Heritage, Regional, Rural and Gaeltacht Affairs to examine options to deal with the large number of seagulls in Balbriggan, County Dublin.

I have also received notice from Senator Martin Conway of the following matter:

The need for the Tánaiste and Minister for Justice and Equality to state when she intends to ratify the UN Convention on the Rights of People with Disabilities.

I have also received notice from Senator Robbie Gallagher of the following matter:

The need for the Minister for Housing, Planning, Community and Local Government to introduce a grant aid system to allow householders to report their septic tanks that are faulty and that may cause pollution if not fixed.

I have also received notice from Senator Michelle Mulherin of the following matter:

The need for the Minister for Communications, Climate Action and Environment to require An Post to stop its policy of unilaterally withdrawing postal and other services from rural communities where the services are provided through an agency agreement and the contractor dies or becomes otherwise incapacitated as in the case of Kilmovee Post Office in County Mayo.

I regard the matters raised by Senators Lorraine Clifford-Lee, Trevor Ó Clochartaigh, Aidan Davitt, Kieran O’Donnell, Martin Conway and Robbie Gallagher as suitable for discussion. I have selected the matters raised by Senators Lorraine Clifford-Lee, Trevor Ó Clochartaigh, Aidan Davitt and Kieran O’Donnell and they will be taken now. Senators Martin Conway and Robbie Gallagher may give notice on another day of the matters they wish to raise. I regret that I have had to rule out of order the matter raised by Senator Michelle Mulherin on the grounds that that the Minister has no official responsibility in the matter.
