I have received notice from Senator Paul Coghlan that, on the motion for the Commencement of the House today, he proposes to raise the following matter:

The need for the Minister of State at the Department of Transport, Tourism and Sport to outline his plans for the domestic tourist industry in the aftermath of the UK referendum on membership of the EU.

I have also received notice from Senator Keith Swanick of the following matter:

The need for the Minister for Health to review parking charges at HSE hospitals across the country to ensure low-cost parking is available to patients and visitors to the public hospital system and to outline whether any single organisation has a contract with the HSE to charge for parking and-or clamping on hospital grounds.

I have also received notice from Senator Gerard Craughwell of the following matter:

The need for the Minister for Public Expenditure and Reform to address issues of unfairness and inequality regarding the abatement of pensions for public servants who gain employment in another part of the public service having retired from their first career.

I have also received notice from Senator Neale Richmond of the following matter:

The need for the Minister for Finance to review the applications process for companies applying for banking licence authorisation.

I have also received notice from Senator Colm Burke of the following matter:

The need for the Minister for the Environment, Community and Local Government to review the qualifying criteria under the tenant incremental purchase scheme for people who are retired and are no longer in the workforce.

I have also received notice from Senator Victor Boyhan of the following matter:

The need for the Minister for the Environment, Community and Local Government to update the House on the proposed cuts to the service and funding of libraries in County Sligo.

I have also received notice from Senator Michelle Mulherin of the following matter:

The need for the Minister of State with responsibility for the OPW to extend the River Deel drainage scheme to include the river channel and its tributaries upstream from Crossmolina to the Nephin Mountains, thereby ensuring the OPW has statutory responsibility for drainage and maintenance upstream as well as downstream, and to confirm that routine maintenance of the river channel as required by arterial drainage legislation, including cleaning and clearing of vegetation, silt and sediment encroaching on the river channel, is being carried out.

I have also received notice from Senator John O'Mahony of the following matter:

The need for the Minister for Communications, Energy and Natural Resources to discuss the proposed increase in the public service obligation levy for domestic and commercial electricity bills.

I have also received notice from Senator Martin Conway of the following matter:

The need for the Minister for Transport, Tourism and Sport to update the House on his Department's proposals to deal with chronic traffic congestion and safety issues at Blake's Corner, Ennistymon, County Clare, given the recent rejection by Transport Infrastructure Ireland of proposals submitted by Clare County Council.

I have also received notice from Senator Kieran O'Donnell of the following matter:

The need for the Minister of State with special responsibility for the OPW and flood relief to outline his plans for the provision of a relocation scheme for those living and working in flood-affected areas.

I have also received notice from Senator Frank Feighan of the following matter:

The need for the Minister for Justice and Equality to consider measures to combat the upsurge in soccer hooliganism in this country, especially in Dublin.

I have also received notice from Senator Aidan Davitt of the following matter:

The need for the Minister for Finance to address the spiralling costs of car insurance across Ireland.

I regard the matters raised by Senators Coghlan, Swanick, Craughwell, Richmond, Colm Burke, Boyhan, Mulherin, O'Mahony, Conway, Kieran O’Donnell and Feighan as suitable for discussion. I have selected the matters raised by Senators Coghlan, Swanick, Craughwell and Richmond and they will be taken now. Senators Colm Burke, Boyhan, Mulherin, O’Mahony, Conway, Kieran O’Donnell and Feighan may give notice on another day of the matters they wish to raise. I regret I have had to rule out of order the matter raised by Senator Davitt because it involves a repeat of a similar Commencement matter raised on 14 July 2016.
