I move that leave be granted to introduce a Bill entitled an Act to make provision for annual ministerial expenditure ceiling programme reports and an annual statement of financial risks in order to increase transparency in the specification of programmes and to provide for measurable target outcomes intended to be delivered within ministerial expenditure ceilings, to improve transparency of Government in the management of the financial risks to the State, to amend the Ministers and Secretaries (Amendment) Act 2011 and to provide for related matters.
