I have received notice from Senator Kathryn Reilly that, on the motion for the Adjournment of the House today, she proposes to raise the following matter:


The need for the Minister for Social Protection to give an update on the implementation of the youth guarantee scheme; if the draft plan has been approved and where it stands currently; and the progress of implementing the guarantee through the Ballymun pilot project.
I have also received notice from Senator John Whelan of the following matter:
The need for the Minister for Arts, Heritage and the Gaeltacht to consider extending the period of consultation for the Waterways Ireland draft corporate plan 2014-2016 beyond 6 February so as to facilitate submissions, discussions and concerns around proposed new regulations and by-laws regarding access and leisure craft use of the Grand Canal and Royal Canal.
I have also received notice from Senator Martin Conway the following matter:
The need for the Minister for Arts, Heritage and the Gaeltacht to make a statement on the allocation of Culture Ireland funding to the Tulla Pipe Band, County Clare, for the purpose of showcasing its work at an international St. Patrick's Day festival in the United States of America.
I have also received notice from Senator Paul Bradford of the following matter:
The need for the Minister for Finance to assure the House that NAMA developers will not be allowed to buy back their loans at a discount.
I have also received notice from Senator Trevor Ó Clochartaigh of the following matter:
The need for the Minister for Children and Youth Affairs to outline how the funding for domestic violence-sexual violence services is allocated in the country with a breakdown of the funding allocation by service for 2012 and 2013.
I have also received notice from Senator Mark Daly of the following matter:
The need for the Minister for the Environment, Community and Local Government to address the concerns held by the building community in regard to SI 80 of 2013 under the Building Control Act 2013.
I have also received notice from Senator Lorraine Higgins of the following matter:
To ask the Minister for Agriculture, Food and the Marine to introduce a policy whereby decisions of the agriculture appeals office would be published with the necessary protection in terms of identity of the appellant in the interests of openness, certainty and transparency of the process.
I have also received notice from Senator John Kelly of the following matter:
The need for the Minister for the Environment, Community and Local Government to report progress on the Gateway to Work programme and if it could it be piloted by Roscommon County Council so as to speed up its delivery.
I regard the matters raised by Senators Reilly, Whelan, Conway and Bradford as suitable for discussion on the Adjournment and they will be taken at the conclusion of business. Senators Ó Clochartaigh, Daly and Higgins may give notice on another day of the matters they wish to raise. I regret I have had to rule out of order the matter raised by Senator John Kelly as the Minister has no official responsibility in the matter.

Before calling the Leader I would like to welcome to the House Mr. Brian O'Dwyer from New York who has done great work with Irish emigrants. We wish him well in his deliberations here in Ireland and hope that the Bills go well in the future. I have no doubt he is doing a great job on behalf of the Irish people.
