I move:

That leave be granted to introduce a Bill entitled an Act to codify in Irish law the requirements of the United Nations framework convention on tobacco control which pertain to interactions between members of the tobacco industry and their agents and the Government, and where individuals breach these regulations to create offences and to provide for the investigation and prosecution of such offences by members of An Garda Síochána.

Since this is a Private Members' Bill, Second Stage must, under Standing Orders, be taken in Private Members' time.
