I wish to speak on Fifth Stage. One can speak on Fifth Stage and we have tabled amendments on that Stage.

I wish to speak on Fifth Stage and table a verbal amendment as is permitted under Standing Orders. The amendment proposes "on line 11, page 3, to delete "2009" and substitute "1009". I am tabling this amendment to negate the section. The effect will be that the section will not be enforced. I do not know where the Minister is. We are still discussing the Bill. This outrageous repossession Bill which the Minister is putting forward is giving the banks an open door policy.

The amendment is a direct negative and is ruled out of order.

The Minister of Justice and Equality did not even stay for Fifth Stage.

Under Standing Order 62(3)(b) I request that the division be taken again other than by electronic means.
