Notwithstanding anything in Standing Orders, I wish to propose an amendment to the Order of Business and to take Nos. 1a and 1b on the Supplementary Order Paper, that all Stages of the Mental Health Bill 2008 be taken now and that Second Stage conclude within 35 minutes, with the contributions from the group spokespersons not to exceed five minutes and those of all other Senators not to exceed three minutes. When called to reply, the Minister is not to exceed five minutes. Committee and Remaining Stages are to be brought to a conclusion after 15 minutes, if not previously concluded. On the conclusion of No. 1a, No. 1b is to be taken without debate.
