On a point of order, there are only 15 minutes remaining to deal with the Institutes of Technology Bill through no fault of any of the Members who intend to speak on it. This is the position because we started the Order of Business so late. Can I suggest that we could survive without a sos?

The sos was to be from 2.30 p.m. to 3.30 p.m. Is the Senator suggesting we should not have a sos if it appears we need the time to deal with business?

We will see what progress we make. We may have to have a sos sooner or later than the time scheduled for it and, if necessary, we will not have a sos.
