Private Business. - The Royal College of Surgeons in Ireland (Charters Amendment) Bill 2002: Report Stage and Final Stages.

As private Bills are not a very frequent occurrence in the House, before we commence Report Stage, I would like to point out a procedural matter to Members. In accordance with Standing Order 117 of the Standing Orders relative to Private Business, the Leas-Chathaoirleach has a supervisory role in relation to the proceedings on the Bill and he is not in charge of the Bill in the accepted sense as, say, a Minister is in respect of a public Bill.

I move: "That the Bill be received for final consideration."

Acting Chairman:

No private Bill can go through two Stages on the one day without the leave of the House. Standing Order 113 refers. In practice Fourth and Fifth Stages of private Bills in both the Seanad and the Dáil have been taken on the one day with the permission of the Houses.

I move: "That Standing Order 111 of the Standing Orders relative to private business be suspended for the purpose of enabling the Fifth Stage of the Royal College of Surgeons in Ireland (Charters Amendment) Bill 2002, to be taken today."

I move: "That the Bill do now pass."

I thank the Clerk Assistant, Ms Jody Blake, and the staff of the House for the tremendous effort they put into compiling and putting the Bill together so that it would go through the House in an efficient and expeditious manner. I also thank the Leader for her generosity in providing time for the passage of the Bill through the House and for chairing the joint committee of the Houses of the Oireachtas in respect of it.

Acting Chairman:

I congratulate the Leas-Chathaoirleach on the expeditious way he brought the Bill through the House. It is the first Bill he has brought through the House since being appointed Leas-Chathaoirleach.

I may be a graduate of another medical school, Trinity College, but on behalf of my colleagues in the Royal College of Surgeons, I thank the Clerk Assistant, the Leas-Chathaoirleach, Senator Paddy Burke, the Leader, who chaired the committee – and all those who sat as members thereof – for the expeditious and kind way they dealt with this important Bill and for ensuring that it went was passed by the House, calmly and quickly.

I thank and congratulate the Leader of the House on chairing the committee on the Bill. Given her vast experience, it was easy for her to do so. On her behalf, I thank all the Members who contributed to the passage of this very important Bill. It is a great achievement to bring a Private Members' Bill through the House.

I thank and compliment the Leas-Chathaoirleach, Senator Paddy Burke, on bringing the Bill through the House. I thank the Leader, who chaired the sub-committee dealing with the Bill, and all those involved for the speedy manner in which it was dealt with here. It is the second private Bill during my time in the House. I congratulate all concerned and wish the Bill well in the future.
