I have notice from Senator Norris regarding a motion he wishes to raise under Standing Order 29. I call Senator Norris to give notice of the motion before I give my ruling.

I ask that the House be adjourned under the terms of Standing Order 29 to debate an urgent matter, namely, the Anglo-American attack on the state of Iraq.

I have given careful consideration to the matter raised by Senator Norris, which I regret that I have had to rule out of order on the grounds that I do not consider it to be contemplated by Standing Order 29 and because a comprehensive debate on the matter is scheduled for tomorrow.

If you do not consider a war against Iraq that involves this State to be a matter of urgency, then I do not know what is.

Perhaps if war were declared on Ireland, you would give a similar ruling, a Chathaoirligh, so that the people could be reconciled to it.
