I have notice from Senator Norris regarding a motion he wishes to raise under Standing Order 29. I call Senator Norris to give notice of the motion before I give my ruling.

I ask that the House be adjourned to take an immediate debate on the subject of war with Iraq, which I believe to be imminent and a matter of grave urgency for this country.

I have given careful consideration to the matter raised by the Senator which I do not consider to be one contemplated by Standing Order 29. I regret, therefore, that I have had to rule it out of order.

—in which this country is implicated through the use of Shannon Airport is not contemplated by the Standing Order, it shows that the entire matter is nothing but a parliamentary farce.
