I have notice from Senator Leyden regarding a motion which he wishes to propose under Standing Order 29. I call on Senator Leyden to give notice of the motion before I give my ruling.

I ask the House to consider as a matter of urgency the crisis in Iraq and the decision pending in the United Nations regarding the inspectorate. I ask the Cathaoirleach and the Leader of the House to allow for a debate next week, if possible, because I believe, as you do, Sir, that—

We cannot elaborate on the matter now. I have given careful consideration to the matter raised by the Senator and cannot consider it to be one contemplated by Standing Order 29. I regret, therefore, that I have to rule it out of order.
