It is stated in section 1(2) that this Bill may not come into operation for up to three years after it has been passed into law. As a result, another period could elapse before the office of commissioner would be able to function efficiently. The commissioner should be appointed immediately after the Bill has been passed in order that his or her office will be ready to function as soon as the provisions of the Bill come into operation.
