Before I call the Minister of State at the Department of Defence, Deputy Paul Kehoe, to make a short statement, it is important to highlight that it is now almost 10.43 a.m., 13 minutes after the time at which the House should have commenced proceedings. This gives the wrong perception to the members of the public who are watching in. It is not a matter for the Chair to provide a quorum. This is happening too frequently and unfair on those Members who have questions further down the Questions Paper. As I said, it is not the Chair's responsibility to provide a quorum. The responsibility lies elsewhere.

I invite the Minister of State to make a brief statement on troop deployment.
