Before coming to the Order of Business, I propose to deal with a notice under Standing Order 32.

I seek the adjournment of the Dáil under Standing Order 32 to raise a matter of national importance, namely, the non-payment of REPS 3 to farmers who have been approved for payment, and to ask the Minister for Agriculture, Fisheries and Food to immediately enter into negotiations with the European Commission to have this impasse overcome immediately as it will cause financial ruin for many farmers who have borrowed extensively to construct slatted houses which will prevent farmyard pollution. This new development is a breach of contract between the REPS participants and the Department of Agriculture, Fisheries and Food.

Having considered the matter raised, it is not in order under Standing Order 32.
