There is an annual promotion by the scheme of what the scheme does. That creates an awareness of the obligation to have a scheme, that there is activity and that a service is being provided. There is a high level of awareness of the requirement for a scheme. All that awareness has not generated an application from anybody else to run an alternative scheme.
