Whatever grievance was there could not be resolved using the internal procedures and it was necessary to go externally to his office as the independent person. Perhaps it might be worth having a look at the internal procedures. He provided me with the figure that 17 out of 18 were resolved at local level. On the face of it, that is happy days, and the internal procedures are working. However, that is just 17 out of 18 that did not progress to his office. There could have been 15 cases that were out of time. If the office is not investigating that, it might be missing a trick.
