I welcome all present to the meeting. Apologies have been received from Senator Buttimer.

All those present in the committee room are asked to exercise personal responsibility to protect themselves and others from the risk of contracting Covid-19.

The first item on the agenda is the approval of minutes of the previous meetings. Are the minutes of the private and public meetings held on 16 and 17 November 2022 approved? They were previously approved at a virtual private meeting but we must do this now for procedural reasons. Is that agreed? Agreed.

I remind members of the constitutional requirement that members must be physically present within the confines of the place in which Parliament has chosen to sit, namely, Leinster House, in order to participate in public meetings. I will not permit members to participate where they are not adhering to this constitutional requirement. Therefore, any member who attempts to participate from outside the precincts of Leinster House will be asked to leave the meeting.
