It would be on the basis of a wide variety of issues - all issues known to us. We have to be circumspect in how we answer some of these questions, but facts and matters known to us in any of our enforcement investigations would form the basis of concerns for us, and they would form the basis of issues that we would raise. It would include matters that we know about in supervision and that we would know about the person's character outside of this. There would be other sources of information, and of course it would include matters known to us in all the enforcement investigations.
