It is. There are a number of sources of funding from the Department, including capital to build in the first instance. An amount for the maintenance of housing stock can also be drawn down annually as long as there is compliance. From what I am reading, I presume that the latter would only have been drawn down by the organisations that were complying with the voluntary code.
