But at that time was there any justifiable reason ... I know it predates your time but, I mean, given your knowledge now and looking back and helping us to assess an opinion of the period, do you think that the lack of enforcement of prudential regulatory breaches at the time was right, was reasonable - the focus on the consumer side, rather than the prudential regulation side?
