Professor Patrick Honohan:

Well, I think that there was a ... an attitude which certainly was felt at the level of the people in charge of enforcement of low legal risk, "We do not want to lose cases, so if there are cases we can't be sure of winning, we won't take them." I made it clear, and then Matthew, when he came in, completely in support of that, that we will take legal risk. If we think we're right, we will go for it and if we fail, then we ... you know, we will have a story that we can justify because we felt we were right.
