Can Mr. Wright explain what was the lack of coherence? Was there a conflict between two divisions in regard to that? He said that this came from other sectors of Government. We know that is the Department of the Environment from previous reports, but he mentioned it also came from the banking sector. Can he elaborate on which part of the banking sector was concerned with 100% mortgages?
