I cannot. There were some people in the Department who wanted to be actively supportive of some restraint on that and there were others who were not. That debate did not see itself through and in the process of it the Office of the Financial Regulator announced it was comfortable with that with the result that it withered away. I stated it was an opportunity lost. I commend the Minister of State who raised this as an important issue and people in the banking sector who would have raised it as an important issue but, sadly, it was not pursued.
