It is something that is encountered elsewhere as well. The only really concrete issues I mentioned are those in Ireland. The point I am trying to make is that during the last 20 or 30 years, simple guidelines have been replaced by extremely complicated models of risk which depend on specific mathematical formulae.
Reality really is not very specific mathematically so maybe it would be easier to consider going back to something that is more easily regulated and, when it blows up, does not take the whole country with it.
