It might be reasonably expected that the forum will formulate its own terms of reference and procedures once established. It is meant to provide practical support to the city council, enabling the latter to take in its stride the major challenges and opportunities that emerge in the development of the Dublin docklands area. The forum could usefully engage in policies on the protection of established businesses, maximising job creation, securing new investment, providing certainty to existing residents associations, community organisations and business units and future development plans. It could also engage all stakeholders on the area's long-term infrastructural requirements and improve public perception and relationships with stakeholders. It can have a broad ambit.
