Currently, a master plan and a set of policies have been agreed between the local community and the DDDA. However, head 6 basically proposes a consultative forum without a policy implementation element. Can the consultative forum be strengthened to allow it to devise development policies that must be adhered to within the docklands area? I am not necessarily referring to the strategic development zone, SDZ, but to the docklands and their hinterland. I do not want to use Deputy Cowen's term "watered down version", but this aspect must be strengthened so that the community, local business and Dublin City Council can work together on the development of a coherent policy that allows new developers or companies in the area to be clear on what will be expected of them. The forum could develop policies instead of just being consultative.
