I accept that and I am asking the general question before we start because we are at a considerable disadvantage here in dealing with this Bill. Since regulation is what the Bill, from A to Z, is all about and we do not have the one vital tool we need, which is the regulatory impact of all of this before we start, I do not know whether there is any point in taking part in this debate. That is why these analyses were introduced. I never saw a Bill that was more suited to regulatory impact analysis than this Bill.
