Oversight of Irish Water: Discussion

I thank the witnesses for agreeing to come before us. Mr. Tierney and his colleagues had a comprehensive discussion with the Joint Committee on the Environment, Community and Local Government yesterday but today's meeting has helped me to understand the interactions between the three bodies, who is accountable and who knew what and when. In an era when we are eager to provide transparency to our constituents and the taxpayer, that is beneficial.
I am delighted that the Commission for Energy Regulation is represented because, with no disrespect for the work it does, it is probably one of the lesser known organisations from the consumer's point of view. However, it is about to take on an important role in this project and we are going to get to know it very well. Mr. McGowan referred to the public consultation to be held in April on structures and customer protection issues and the further consultation in June on the level of water charges. I ask him to explain what the consultation process will look like and what people can expect from it. To be blunt, will it be meaningful consultation?
