I am going back on the basis of the set-up and what will be passed on to the consumer. The point I am getting at is that if the regulator sees a certain element of this that perhaps was not good value or should not have been included, it will not pass it on.

It goes back to Irish Water, which is going to pass it on to the taxpayer.
