The basic model under which we operate is that we analyse the costs and determine if they are efficiently incurred. If they are, we will pass them through to the customer regardless of whether they are identified as being operating expenditure, which would be recovered within the year, or capital expenditure, which we will put into this regulated asset base that is recovered over a number of years.
