I welcome the Minister for Social Protection, Deputy Joan Burton, Ms Orlaigh Quinn, assistant secretary at the Department of Social Protection, and Mr. Brian O'Raghallaigh. The Minister is present to brief us on the agenda of the forthcoming EU Council of Ministers meeting on employment, social policy, health and consumer affairs in Luxembourg on 4 October and to discuss the pre-budgetary position of her Department. I suggest that we discuss the Council of Ministers meeting until 11 o'clock and the pre-budgetary position immediately thereafter. Is that agreed? Agreed.

Members are reminded of the long-standing parliamentary practice to the effect that they should not comment on, criticise or make charges against a person outside the Houses or an official either by name or in such a way as to make him or her identifiable.
