I can see the merits of this, people would have the comfort of knowing they have a facility with the credit union they can call upon if necessary. From an administration point of view, it costs the same to issue a loan of €100 as a loan of €10,000. For that sort of small loan that is granted on a regular basis, there is definitely merit in this idea. People will know they can go to the credit union for a small loan that will possibly keep some of them out of the hands of the moneylenders. That is part of the function of credit unions, that they try to help people to organise their finances properly. I can see the merits of such a loan; it would be an added service credit unions could offer and it would be worth considering its inclusion in the legislation.
