I thank Deputy Daly. This may not be particularly helpful but it is quite an unusual thing to begin to legislate for facial recognition technology in this way. There is probably not a large amount of experience internationally to draw on. Certainly in New Zealand where there is some use of retrospective facial recognition technology the police do have an independent panel on emerging technology with community members who look at cases before they begin but there is no legislative oversight. The Irish experience is probably quite novel. Other jurisdictions are relying on a combination of common law and statute to empower it. It is more unusual to begin to legislate. I apologise as this is not particularly helpful but it does show the international context.
