That is one of the key considerations for the working group. Obviously, it would ideally be 100%, but that is not practical. The reality is there will be exceptional situations and circumstances in which people who do not reach the standard will need to be facilitated. We will have to consider what would be acceptable to start with and how that might work. That is one of the key considerations at this point.
