Mr. Paul Hogan:

That is a very important part of the Act and it is adhered to in all the development plans that exist and are under review. The evaluation of development plans is now in the first instance a matter for the Office of the Planning Regulator. It is empowered to look at every aspect of the Act with regard to what should be in a development plan. That is one of the areas it could assess and if there are deficiencies or problems it would highlight that through the process. Hopefully in most instances those sorts of things would be addressed within the process but if there is an outstanding issue at the end of the process it would then make a recommendation to the Minister, who is empowered to consider the matter and form a view as to what should be done next. That is the process for development plans and that sets the tone or the scene for what happens thereafter. One of the key things that better guidance can do is influence the sorts of things that would be said in a development plan about what should happen both for rural housing on one hand and, more specifically, for Gaeltacht areas on the other. That is the position we want to get to with the working group we have set up.
