What was Ms O'Sullivan's instinct when she received the letter from the director of finance seeking that a colleague be investigated for a crime?

Shock?! Surprise?!
She characterised it as two male rivals engaged in verbal fisticuffs, even if only one was involved!!
OR very similar to the tactics used to attempt to blacken the good name of Sgt Maurice McCabe ?!
Now extraordinary that this bully could expect this tactic to work!
Even more extraordinary that he KNEW that Noirin would not be perturbed to receive such a threatening letter!
ALL this as a consequence of one little tape recorder!!!
