124. To ask the Minister for Transport, Tourism and Sport if he will overhaul the system that holds online databases for elective vehicles in order that there could be a cross reference of vehicles that are taxed and on the road, but may not be insured, to help An Garda Síochána with roads policing and also victims of road traffic incidents which involved uninsured drivers; and if he will make a statement on the matter. My Department holds the National Vehicle and Driver File (NVDF) Database containing details of all registered vehicle and driver details in Ireland. This database currently records the taxed/untaxed status of all vehicles. My Department has signed a data sharing agreement with the Motor Insurers' Bureau of Ireland (MIBI) who host the Irish Motor Insurance Database (IMID). IMID once fully populated will contain details of insurance policies for all vehicles in Ireland. At a later stage, when a technical solution has been put in place to receive the IMID data and link with NVDF data, my Department may consider cross-referencing of registered, taxed and insured vehicles.
Currently, my Department sends a list of untaxed vehicles to An Garda Síochána every night. This information can be used by Gardaí at the roadside. Gardaí also have insurance data from IMID available to them on their roadside mobility apps.
