The Garda Commissioner is responsible for the management and administration of An Garda Síochána under Section 33 of the Policing, Security and Community Safety Act 2024. As Minister, I play no role in these independent functions.

In the interest of transparency, An Garda Síochána publishes information in relation to figures relating to Roads Policing Offences and Activity nationwide. This can be found at the following link:

The Deputy should select the file titled ‘Roads Policing Q3 2025" for a breakdown of the most recent published statistics. Annual reports for the period 2020 to 2024 are also available.

Page ten of these reports provides data relating to incidents where a vehicle was detained by Gardaí for the reason of ‘a driver without an approved policy of insurance’.

The final page of the reports details the number of charges and summonses created for the offences of 'No Insurance (Owner)' and 'No Insurance (User)'.
