220. To ask the Minister for Transport, Tourism and Sport if penalty points can be applied to non-Irish EU licences and inputted on the national vehicle and driver file database; and if he will make a statement on the matter. [65812/25]

A foreign licence record is created on my Department's National Vehicle and Driver File (NVDF) database on receipt of a Penalty Point offence where a foreign licence number is supplied. Penalty points are recorded against non-Irish EU licence holders on the NVDF where such foreign licence number is supplied as part of the offence details, and the offence occurred in this State. Similar to Irish licence holders, where such foreign licence records accumulate 12 penalty points, in a 3-year period, the driver is disqualified.
Where a foreign licence is exchanged for an Irish licence, the penalty points on the foreign licence are transferred onto the Irish licence.
