To ask the Minister for Agriculture, Food and the Marine whether the minimum requirements or participation conditions set an organisation (details supplied) for genomic services or involvement in its breeding-related activities comply with breeders' rights under Articles 13 and 14 of Regulation (EU) 2016/1012, including the breeder's right to participate in and contribute to the breeding programme of their breeding society; and whether such conditions undermine the breeding society's autonomous control over its own breeding programme as provided for under Article 27, by imposing external requirements that restrict the society's ability to determine its own programme design, membership criteria or data-governance rules. Article 14(1) of Regulation 2016/1012 provides the right for breed societies to define and carry out their breeding programme autonomously provided it complies with the requirements of the Regulation and conditions of approval of the breeding programme.
Therefore, it is a matter for a breed society to agree on the requirements with the named organisation for the provision of genomic services or breeding related activities.
